ADV7120 is a video DAC not an NTSC colour processor

The ADV7120 is the kind of thing you use for VGA not for TV display.

has anyone ever tried to build a uzebox with the ancient MC1377 ?

Maybe couple it with the old MC1374 (?) modulator to make a uzebox that transmits an old analog TV picture.

Even a low a 2.50$ on ebay and aliexpress. The downside is that they need 12V and take more external parts (even a transformer). But, yeah, it's damn cool to think that it would make for a 100% true hole kit.
